The main way to get a Latvia investor residence permit is through the Share Capital Investor Program. You need to invest at least €50,000 in a Latvian company that is considered small or medium-sized, with fewer than 50 employees and an annual turnover or total assets under €10 million. If the company is larger, the investment requirement goes up to €100,000. You must keep your investment in the company while your residence permit is valid.
Besides the company investment, Latvia also requires a one-time payment of €10000 to the state budget, which is made after your residence permit is approved and helps support national projects and development. It is non-refundable and separate from your business investment. Once both the investment and state payment are done, you can get a temporary residence permit valid for up to five years, with the ability to live, work, and travel visa-free in all Schengen countries.

How To Get Latvia Residence Permit: Step-by-Step Process
Pick a Latvian company to invest in. You need to invest at least €50,000 into a small or medium company (less than 50 employees and turnover or total assets under €10 million). If the company is bigger, you need to invest €100,000.
After your investment, make a one-time payment of €10,000 to the Latvian state budget, which will help fund national projects and is separate from your business investment.

Send your documents to the Latvian Office of Citizenship and Migration Affairs. They will check everything. Processing usually takes 2 to 3 months.
If approved, you and your family will get temporary residence permits valid for up to five years. You can live, work, and travel in all 26 Schengen countries without a visa. After 5 years of residency, you can apply for permanent residency or citizenship.
Latvia's residence permit gives temporary residency for five years, which can be renewed. To get permanent residency, you must live in Latvia for at least four out of five years. Citizenship is possible after ten years of living in Latvia, but you must pass a basic Latvian language test and show knowledge of Latvian history and the national anthem.
The program only includes your spouse, minor children, and financially dependent adult children. Other family members, like siblings or grandparents, are omitted. Also, if you invest in a business, only up to 10 investors can join the same company.
Latvia usually does not allow dual citizenship. Some exceptions exist for citizens of EU, EFTA, or NATO countries, but they are limited. In most cases, you may need to give up your original citizenship to get Latvian citizenship.
